YouTube like Video Ads

We have an existing website for video hosting where users can upload their videos (just like a smaller version of youtube) and its in PHP. We want to setup pre-roll ads (with Google Ads and double click for publishers – DFP) just like youtube which will play in the beginning for few seconds if the user watching the video doesn’t skip it after 5 seconds.
